Cluster 1: Health

The " Health" cluster works to better understand and manage health and diseases, including cross-border health risks and infections, to deliver integrated, person-centered and equal health and care across Europe, as well as a sustainable digital transformation of European healthcare systems with cross-border secure and ethical data management, and reliable supply chains.

This is done through different target areas:

  • To stay healthy in a rapidly changing society
  • To live and work in a health-promoting environment
  • Dealing with diseases and reducing the burden of disease
  • Ensure access to innovative, sustainable and high-quality healthcare
  • Unleash the full potential with new tools, technologies and digital solutions for a healthy society
  • To maintain an innovative, sustainable and globally competitive healthcare industry

Cluster 2: Culture, creativity and inclusive societies

The cluster has three main goals:

  • To strengthen democratic governance and citizen participation.
  • Protect and promote cultural heritage.
  • Address complex social, economic, technological and cultural transformations.

Cluster 3: Civil security for society

The cluster has three main goals:

  • Support EU policy priorities. Focuses primarily on the state's ability to provide security for citizens through the police, civil protection, customs and law enforcement agencies, as well as the policies that govern them.
  • Meet existing capacity needs. The projects will develop new knowledge, technology or other solutions based on identified needs and eligibility requirements.
  • Respect ethical issues. When does the citizen feel that security has increased and when does the citizen feel that personal privacy has been violated? In security research, it is important to take human factors into account and ensure respect for rights, integrity and personal data protection.

Cluster 4: Digital issues, industry and space

Within the cluster there are three main goals:

  • Ensuring EU autonomy and the competitiveness of its industry.
  • The promotion of the transition to a climate-neutral, circular and environmentally friendly industry.
  • The contribution to the whole of society being included in the digital transformation.
Research and development opportunities are focused on the following five areas.
  • Industry competitiveness
Here are initiatives for enabling digitalisation in terms of climate-neutral, circular and qualitative production.
  • Calculation capacity and access to data
Here are the initiatives that will ensure our ability to handle both the ever-increasing and more complex amount of data generated in society.
  • Future technology development
Here are investments in long-term technology development such as quantum computers, materials technology, etc.
  • Space operations
Here are the investments in the EU's access to space, but also the development of the use of space infrastructure, services, data and solutions.
  • Man's position and role in technological development
Here are the opportunities for research- and development around the human relationship to the complex and technologically advanced reality that we encounter due to society's technological development.

Cluster 5 Climate, energy and mobility

Cluster 5 includes climate, energy and mobility. The overall ambition of the cluster is for Europe to achieve climate neutrality by 2050. The necessary adjustment must contribute to increased competitiveness, resilience, resource efficiency and social inclusion, while reducing greenhouse gases and other harmful pollutants. Objective for the cluster are:

  • Climate neutrality in the energy and mobility sectors
  • Significantly reduced greenhouse gas emissions.
  • Reduced pollution of other kinds.
  • Att EU will be a global leader in sustainability in the area.

Cluster 6: Food, bioeconomy, natural resources, agriculture and the environment

Cluster 6 strives for:

  • Reduce the negative environmental impact of food production, agriculture, aquaculture, forestry and at the same time maintain or increase European competitiveness.
  • Stop the depletion of biodiversity, as well as the reconstruction of ecosystems locally, regionally and cross-border.
  • Better management of natural resources, and innovative use within the boundaries of ecosystems
  • Transformative change, including societal transformation, to achieve the EU's climate goals
  • Ensure equal, economic and socially sustainable development of urban, rural and coastal communities.
  • Ensure food and water safety.

Joint Research Center

The Joint Research Center, Joint Research Centre (JRC), is the European Commission's own service that provides independent, evidence-based scientific and technical support for EU action. The activities within JRC are financed through Horisont Europa. Through the European Atomic Energy Community's research and training program, the JRC also supports the EU's efforts to strengthen nuclear safety, citizens' safety and radiation protection.
