What is a policy lab?

A policy lab can be defined as a group of actors with various competencies that want to develop a regulatory framework. In a policy lab, they use a set of user-centric methods and competencies to test, experiment and learn to develop new policy solutions.

The aim is to develop an agile approach to developing regulatory frameworks which stimulate innovation rather than hindering it. One essential element of a policy lab is the capacity to experiment with a focus on the user.

A policy lab can be a temporary initiative or a more long-term and permanent investment. Focus, purpose and methods may vary. 

Vinnova is currently co-organising, following up and funding temporary policy labs (policy lab cases) with multiple authorities within the scope of a government commission. The idea is both to create demand for policy lab methods among authorities whilst building Vinnova’s own capacity in the field. Parallel work is also underway to evaluate the approach and to work for a stronger and more permanent structure surrounding policy development in Sweden.
