Eureka clusters fund international industrial cooperation

Eureka clusters provide access to funding and collaboration with internationally leading actors for market-oriented innovation projects.

Eureka clusters are thematic funding aim at promoting international cooperation and strengthening European competitiveness. Eureka cluster initiated by European industry and focuses on the needs of industry and business. The clusters are run by the actors together.

What can you apply for funding for?

You can apply for funding for market-oriented cluster projects. Cluster projects mean international collaborations between large and small companies, institutes and academia that will strengthen European competitiveness. Collaboration between committed innovative actors, both at national and international level, is an important key to successful cluster projects.

Expected results of completed project are, for example, prototypes and demonstrators (for example, models, platforms, open source projects) that can be shown to potential customers, as well as funding to international standards.

Effects of implemented project results are, for example, new products, new business opportunities, competence building and standardization that are relevant to the Swedish business community's competitiveness and supply of skills. They help to demonstrate or develop solutions to complex societal challenges.

Who can apply?

Cluster projects are open to collaboration between large companies, small and medium-sized companies, large companies, industry and academia. There must be at least two participating countries in a cluster project. The Swedish consortium must be industry-driven with a good balance between large companies, SMEs and academia / research institutes. The work effort in time from the participating companies must be at least 60 percent of the Swedish consortium's total work effort. At least one Swedish SME must participate in the project. For project with a small company as a participant, the company must have:

  • At least one million kronor in net sales according to the latest annual report. Net sales do not include public funding from, for example, Vinnova or the EU.
  • At least three full-time employees.

How much can you apply for?

The following compensation levels apply to participating organizations:

Small and medium-sized enterprises, which carry out economic activities and are covered by the EU definition of an SME, can be granted funding with up to 50% of their eligible costs.

Large companies and other organizations, which carry out economic activities but are not covered by the EU definition of an SME, can be granted funding with up to 30% of their eligible costs.

Universities, university colleges and research institutes can be granted funding with up to 100 percent of their eligible costs.

Vinnova's co-financing can amount to a maximum of 50 percent of the entire Swedish consortium's eligible costs.

Inom Eureka, there are several clusters with different orientations, of which Sweden participates in four clusters. Vinnova finances project within these four clusters.
